Facts and Statistics
In the early 1970�s Illinois was one of the first states in the nation to pass legislation that gave children with disabilities the right to be provided with a free and appropriate education.

Mental retardation is defined as a disability that occurs before age 18, which is characterized by significant limitations in intellectual functioning and adaptive behavior as expressed in conceptual, social and practical adaptive skills.
